Here is the official safeway coupon policy effective September 2008.
“All Safeway owned stores accept legitimate, printable manufacturer’s and in-store coupons (“Printable Coupons”) pursuant to this policy.
We can only accept Printable Coupons if they scan properly at the register.
We will not accept Printable Coupons for “FREE product” (i.e., no purchase required). Buy-one-get-one-free coupons and other varieties that have a purchase requirement are acceptable.
We will not accept Printable Coupons for more than 50% of a product’s value. For example, a $2 off coupon will be acceptable for a product that sells for $5 or more, but a $2 off Printable Coupon for a product that sells for $2.25 will not be accepted. If there are exceptions, we are usually provided an advance notice by the applicable manufacturer upon which we will pass the appropriate savings, if any, onto you.
Printable Coupons will be rejected if they appear to be distorted or blurry, or are altered in any way or copied. You should always print them directly from the website or email that is offering it. Printable Coupons will never appear on your computer screen or sent as a graphic, PDF or Word document.
Printable Coupons are non-transferable, and should not be copied, scanned, sold, traded, or otherwise distributed to others. They have unique serial numbers printed on them and follow an industry-standard format.

Still having problems? Call Safeway corporate and let them know you have problems using coupons at that particular store 1-877-723-3929 – this would pave a smoother path the next time you shop at that store! I did that for a Target store and had the store manager apologized to me personally.
